Derar stressed that federalism is a rich factor for diversity, and a factor of enriching the future so It must be accepted by al-Raqqa Civil Council for the interest before it would be a thought and a policy.
The co-chair of MSD Riyad Derar talked to Hawar news agency about the future of al-Raqqa city after it has been liberated, and he considered that the democratic federalism is the panacea for al-Raqqa.
The following is the text of the interview:
How do you look at al-Raqqa city after its liberation?
Al-Raqqa after liberation needs to be rehabilitated, and we look at the people of al-Raqqa as having enough awareness for benefiting from the experiences of the past years, and they are the most who suffered from tyranny and oppression in the past eras and from terrorism during the control of IS gangs. Al-Raqqa people have an educated elite that would be able to return and contribute in the new construction by their liberated souls and civilized representation based on co-existence and rejecting extremism. I greatly hope that al-Raqqa people would give a new impression of the new Syria that we have ever dreamed of.
Various components of Syrian people live in the city, how these components would live peacefully in the city in your opinion?
This is a positive point according to our perspective, and it is the concept of the democratic nation which depends on the coexistence of the components by equal rights and competing the components through programs of the development of reality and life, not on ethnic or religious conflicts, rather, on the values of human rights in reconstruction.
Does the diverse social nature of al-Raqqa city allow applying the federal system?
The federal system is a solution for the centralized problems that our people have suffered from, and that have spoiled plowing and procreation, and also plundered resources in favor of the greedy forces. People in their positions must control and manage their own land resources, and develop their daily relationships by what they know about themselves. This is the goal of federalism which is continuous development and direct democracy.
Does al-Raqqa Civil Council accept applying the federal system in the city, and could al-Raqqa be a 4th region within the Democratic North-Syria Federation?
The brothers in al-Raqqa Civil Council have observed the practical value of the advocators of federalism as they supported them, and contributed in liberating their land and expelling the occupiers. And they would contribute in building the city with them so this must be an inspiration to start achieving themselves instead of joining the center. Federalism is a rich factor for diversity and a factor of enriching the future so that tt must be accepted for the interest before it would be a thought and a policy.
After al-Raqqa, Do you hope that the international troops would recognize the federal system in north of Syria?
We must succeed as we are forced to suggest federalism as a solution for Syria till the forces of plundering and control would stop their projects. To appeal to The International Community to contribute in the reconstruction and prosperity, and to be the human interaction at its highest manifestations, federalism is a political, developmental and civilizational project that would achieve stability, and would be able to control extremism and chase it. Federalism also would contribute in the reformations that rely on the democratic and the direct practices of democracy. All of this would be a factor calls for the international troops to support federalism.
Do you think that by al-Raqqa and Deir-ez-Zor liberation, talks about realistic solutions for the Syrian crisis would be held?
The reality always changes, and we are who control its rhythm. We by a wide and future vision and some legal discipline in addition to valuable discipline would able to reach the outputs that would drive us out of the crisis, and the Syrians at a moment of truth would be able to achieve that.
In your opinion, what is the solution that can be considered the panacea for the wound of Syria, which has been bleeding for about 7 years?
Returning to our Syria which we have long missed. the projects of Islamization and nationalism alienated us from the concept of Syrian nationalism to projects that have not achieved us any development, no active presence so we need to be returned to the reality of ourselves and our Syria first.
